This is a tactic used by politicans today.  Basically it’s the art of making a false accusation that sounds reasonable based on a few known facts. (Then let the former MSM amplify it.)  

In today’s political world it has become known as Etch-and-Sketch, named after a company that Mitt Romney’s Bain tried to save and ended up going to China . Pretty bad, donchya know. Turning around  failing company is an art that rightfully pays handsomely. The more risk, the higher return. Simple capital basics.  

An example would be:  Bain invested in Etch when it was a failing company. Romney ran the Bain at the time. The company moved to China taking jobs with it. End of story. Now disprove it. A beginning and an end, with no middle. It does not mention how long Bain worked to turn-around the company and omits the fact that Romney wasn’t running Bain when the decision to move to China was made. That part is left to the target to “disprove”.

It's very hard to "disprove" a negative.

 

 

The State of Calif is $16 Bil in debt; Solyndra cost tax payers over 30 times that.
Etch-and-sketch cost the taxpayers nothing.
